Appropriates $730,000 for a State Patrol Vehicle Crimes Unit to add at least eight troopers investigating registration tax and motor vehicle sales tax liabilities and illegal activity related to vehicle sale, transfer, titling, and registration.

Adjusts total transportation appropriations across multiple funds for fiscal years 2010-2011, with total General Fund appropriations of $194,270,000 and Trunk Highway Fund appropriations of $2,637,608,000 (with strikethrough revisions).

Reduces Commercial Vehicle Enforcement appropriations from $7,996,000 to $7,796,000 in fiscal year 2011, with $800,000 (first year) and $600,000 (second year) designated for the Office of Pupil Transportation Safety.

Maintains State Patrol appropriations for Patrolling Highways at $71,522,000 and Capitol Security at $3,113,000 for both fiscal years 2010-2011.

All amendments are effective July 1, 2010, with revenue projections from the tax compliance initiative to be specified for the highway user tax distribution fund, transit assistance fund, and general fund.
