Allows corporations to make independent expenditures for candidate campaigns through registered political funds, subject to restrictions and disclosure requirements.

Requires corporations making independent expenditures to do so exclusively through political funds registered under Minnesota campaign finance law.

Increases the disclosure threshold for association political fund members from $100 to $2,000 in annual dues, fees, and contributions.

Limits nonprofit corporation administrative assistance to political committees to the lesser of $5,000 annually or 7.5 percent of the committee's expenditures, and restricts assistance to types allowed under federal law.

Repeals insurance company political contribution prohibition and amends candidate definition to exclude presidential candidates.
