Increases issuing fees for most game and fish licenses from 50 cents to up to $3 for all licenses, permits, renewals, applications, stamp validations, seals, tags, or coupons unless otherwise specified by law.

Maintains $1 issuing fees for deer/bear firearms and archery licenses, Minnesota sporting licenses, and small game/fish/fur-trapping licenses.

Maintains no issuing fee for stamp validations issued simultaneously with a license and for lifetime licenses.

Requires issuing fees to be prominently posted at the point of sale and stated on licenses (except stamps) with notation that the fee is kept by the seller as commission.

Establishes duplicate license issuing fees at 75 cents for big game licenses and 50 cents for other licenses.
