• Appropriates $104,245,000 total across fiscal years 2010-2011, including $109,000,000 to trunk highway fund for state road construction and $5,000,000 to highway emergency relief account, offset by $4,403,000 in reductions to general fund and state airports fund.

• Creates trunk highway emergency relief account in trunk highway fund for emergency-related relief activities, with balance cap of $10,000,000 and biennial reporting requirement to legislature beginning September 1, 2012.

• Modifies design-builder contract provisions to award stipulated fees (at least 0.2% of estimated project costs) to unsuccessful short-listed proposers meeting minimum technical scores, and allows reissuance of RFP with reasonable stipulated fees.

• Authorizes transportation commissioner to enter into financing agreements with governmental and nongovernmental entities and to apply for federal transportation assistance under TIFIA and other federal loan, grant, or credit programs.

• Repeals Minnesota Statutes sections 13.721, subdivision 4 and 221.0355, subdivisions 1-18, eliminating the uniform hazardous materials transportation registration and permitting program.
