Authorizes counties to establish sentence to service programs where judges direct nondangerous offenders to perform community improvement projects under crew leader supervision as an intermediate sanction.

Allows sheriffs supervising these programs to charge participants fees to offset operating costs, with all collected fees dedicated to program expenses.

Permits counties to bill entities that benefit from the programs and expend all collected fees on program operations.

Requires the state to reimburse counties 25 percent of sentence to service program operating costs to the extent funds are specifically appropriated.

Appropriates unspecified amount in fiscal year 2011 from the general fund to the commissioner of corrections to fund sentence to service programs.
