Urges Congress to delay EPA regulation of greenhouse gas emissions from stationary sources such as manufacturing facilities, power plants, hospitals, and commercial establishments under existing Clean Air Act authority.

Opposes EPA regulations on grounds that they would impose onerous permitting requirements, delay investments in energy efficient technologies, and cause additional job losses beyond the four million jobs lost in 2009.

Argues that state agencies lack capacity to handle an estimated six million permitting requests that would result from the regulations.

Requests Congress adopt a balanced approach to address climate and energy supply issues that safeguards American jobs, ensures affordable energy, and maintains global competitiveness without "crippling the economy."

Directs Minnesota's Secretary of State to transmit copies of the resolution to the President, Congress leadership, relevant Senate and House committee chairs, and Minnesota's congressional delegation.
