Repeals Minnesota Statutes section 216H.03, which prohibited construction of new large coal-fired power plants and importing coal-generated electricity unless a statewide greenhouse gas reduction plan was enacted.

Amends section 216H.02, subdivision 4 to add a requirement that the greenhouse gas emissions reduction plan evaluate an option to exempt projects from the coal plant prohibitions if they contribute a specified fee per ton of carbon dioxide emissions.

Allows projects to offset their carbon dioxide contributions through fees that fund permanent, quantifiable, verifiable, and enforceable greenhouse gas emissions reductions that would not otherwise occur.

Effective the day following final enactment.
