Expands the economic development grant program under Minnesota Statutes 2008, section 116J.431 to include certain small cities within the metropolitan area.

Grants now available to cities located within the metropolitan area that are within four miles of a county located outside the metropolitan area and have a population under 10,000.

Grants cover up to 50 percent of capital costs for public infrastructure supporting eligible economic development projects, with receiving cities providing the remainder in cash or in-kind contributions.

Public infrastructure eligible for grants includes sewers, water supply systems, utility extensions, streets, wastewater treatment systems, stormwater management systems, and phosphorus pretreatment facilities.

Grant purposes are to keep or enhance jobs in the area, increase the tax base, or expand or create new economic development.
