Requires the commissioner of education to obtain specific legislative authorization before signing memoranda of understanding, joining consortiums or partnerships, or entering agreements with other states to develop shared common assessments of K-12 academic standards.

Amends Minnesota Statutes 2009 Supplement, section 120B.30, subdivision 1, regarding statewide testing requirements.

Maintains existing requirements for state-constructed tests in grades 3-8 and high school aligned with Minnesota academic standards, including multiple choice questions and annual administration.

Effective the day following final enactment.
