Adds definition of "state sources of funds" to mean public transit program funding from the general fund and greater Minnesota transit account, excluding federal funds.

Allows commissioner to use federal funds as an additional revenue source for the public transit participation program while maintaining separate accounts for state and federal funds.

Modifies local cost-sharing requirements, setting maximum percentages of operating costs to be paid by recipients from local sources: 20 percent for urbanized and small urban areas, 15 percent for rural and elderly/disabled services.

Establishes payment schedule for operating assistance with 50 percent payment in first month, 40 percent by seventh month, 9 percent by twelfth month, and 1 percent after final audit for general fund payments.

Expands annual transit reporting requirements to include detailed financial data by system classification, volunteer usage data, and analysis of public transit funding needs every odd-numbered year starting in 2009.
