Creates new law requiring all profits from liquor sales at University of Minnesota stadium or arena locations to be dedicated to athletic scholarships at the University of Minnesota.

Makes the scholarship profit requirement a condition of licensing, with violation of this condition voiding the license.

Allows the Board of Regents of the University of Minnesota to hold on-sale intoxicating liquor licenses for events at Northrop Auditorium, the intercollegiate football stadium, or up to seven other locations within University of Minnesota boundaries.

Requires that if intoxicating liquor is sold or served anywhere in a licensed arena or stadium, it must be sold or served throughout the entire arena or stadium.

Prohibits the sale or service of alcoholic beverages at TCF Bank Stadium unless the Board of Regents holds an on-sale intoxicating liquor license for the stadium.
