Amends Minnesota Statutes 2008, section 119B.13, subdivision 3a to modify provider rate differentials for child care assistance.

Family child care providers and child care centers receive a 15 percent differential above the maximum rate if they hold a current early childhood development credential, receive a three- or four-star rating on the Parent Aware star rating tool, or are accredited.

Qualifying credentials for family child care providers include a child development associate degree or credential, diploma in child development from a Minnesota state technical college, or bachelor's or post baccalaureate degree in early childhood education from an accredited college or university.

Qualifying accreditations for family child care providers include accreditation by the National Association for Family Child Care or the Competency Based Training and Assessment Program.

Qualifying accreditations for child care centers include the National Association for the Education of Young Children, Council on Accreditation, National Early Childhood Program Accreditation, National School-Age Care Association, and National Head Start Association Program of Excellence; Montessori programs include American Montessori Society, Association of Montessori International-USA, and National Center for Montessori Education.
