Authorizes the commissioner to issue special license plates bearing "EMT RETIRED" inscription to retired emergency medical technicians certified under Minnesota Statutes section 144E.28 who present proof of former certification.

Plates are available for passenger automobiles, pickup trucks, vans, and self-propelled recreational vehicles, with a $10 fee per set of two plates paid at initial application and upon replacement or renewal.

Limits applicants to no more than two sets of special plates for vehicles registered to them.

Allows plate transfers to another eligible vehicle for a $5 fee, notwithstanding other state law provisions.

Directs the commissioner to design the special plates in consultation with the emergency medical services regulatory board.
