Creates new gross misdemeanor offense for assaulting a vulnerable adult and inflicting demonstrable bodily harm, if the offender knew or had reason to know the victim was a vulnerable adult.

Defines "vulnerable adult" by reference to section 609.232, subdivision 11.

Adds gross misdemeanor penalty for caregivers (as defined in section 609.232) who commit assault against vulnerable adults, with sentence of up to one year imprisonment or $3,000 fine, or both.

Establishes enhanced penalties for domestic violence violations within three years of a previous qualified domestic violence-related offense conviction or adjudication of delinquency, with same sentencing limits.

Effective August 1, 2010, and applies to crimes committed on or after that date.
