Adds subdivision 4 to Minnesota Statutes 2008, section 169.26, establishing pedestrian safety requirements at railroad grade crossings.

Prohibits pedestrians from passing through, around, over, or under crossing gates or barriers at railroad grade crossings while the gate or barrier is closed or being opened or closed.

Prohibits pedestrians from entering, remaining upon, or traversing railroad tracks, grade crossings, or pedestrian walkways crossing railroad tracks when an audible bell or clearly visible electric or mechanical signal device is operational and warning of a train's presence, approach, passage, or departure.

Establishes a penalty of up to $100 fine for violations of these pedestrian railroad crossing requirements.
