Establishes a new private use registration category for snowmobiles used exclusively for private, agricultural, or private property use.

Private use registration remains valid from the date of issuance until the snowmobile ownership is transferred and cannot be transferred to a new owner.

Sets a one-time registration fee of $6 for private use registration, replacing the standard three-year $45 registration fee for eligible snowmobiles.

Exempts snowmobiles registered for private use from standard registration fee requirements that apply to all other snowmobiles.
