Removes the restriction limiting construction mitigation pilot program grants to "up to five projects statewide" by striking the phrase, allowing for broader grant availability to local government units to mitigate transportation construction impacts on small businesses.

Appropriates $3,000,000 in fiscal year 2010 for an aircraft manufacturing and assembly company loan to create at least 200 jobs within 24 months and 500 jobs over five years, exempting this loan from standard Minnesota Investment Fund loan limitations.
