Enacts the Minnesota Homeland Security and Emergency Management Act of 2010, renaming and updating the previous 1996 act to integrate homeland security functions with emergency management throughout state statute.

Creates the Division of Homeland Security and Emergency Management within the Department of Public Safety with a state director to coordinate preparedness, response, recovery, and mitigation for natural disasters, public health events, hazardous materials incidents, and homeland security threats.

Expands the division's duties to include developing state emergency operations plans, coordinating local emergency management programs, managing volunteer resources and donations, providing emergency training, and administering federal disaster assistance programs.

Establishes mutual aid arrangements between political subdivisions and other states, including Canadian provinces, for emergency management assistance while maintaining liability protections and reimbursement procedures for personnel and equipment.

Updates definitions and procedures related to governor emergency powers, local emergency declarations, peacetime emergencies, and nuclear power plant emergency response planning to reflect current homeland security and emergency management coordination requirements.
