Requires appointing authorities in the executive, legislative, and judicial branches to allow employees to perform telework during at least 20 percent of normal expected hours of work in each pay period.

Exempts positions from telework requirements if the position requires physical presence at the workplace, telework would diminish performance or adversely impact agency operations, or telework would not be practicable.

For positions with mixed duties, calculates the 20 percent telework requirement based only on hours spent performing duties that are eligible for telework.

Prohibits agencies from being required to provide equipment, technology, or infrastructure to enable telework, including information technology procurement or internet access reimbursement.

Allows appointing authorities to establish telework policies specifying which positions, duties, and responsibilities are exempt from telework requirements; effective July 1, 2010.
