Amends Minnesota Statutes 2008, section 429.021, subdivision 1 to authorize municipalities to install, develop, construct, or remodel residential or commercial buildings with energy efficiency improvements.

Energy efficiency improvements include insulation, storm windows and doors, automatic energy control systems, HVAC modifications, caulking and weather-stripping, high-efficiency lighting fixtures, energy recovery systems, daylighting systems, and other utility cost-savings measures approved by the governing body.

Authorizes municipalities to install renewable energy improvements including photovoltaic systems, solar thermal systems, small wind energy conversion systems, biomass systems, and geothermal systems, subject to governing body approval.

Renewable energy improvements are prohibited if they interfere with rights held by a public utility under a Public Utilities Commission certificate, with the PUC having primary jurisdiction to adjudicate such disputes.

Improvements to energy efficiency and renewable energy systems may only be made upon petition under section 429.031, subdivision 3.
