Extends bond appropriation availability for the Blazing Star Trail to June 30, 2014, and for the Mesabi Trail "Boundary Waters Connection" (19-mile segment from Bearhead State Park to International Wolf Center in Ely) to June 30, 2014.

Authorizes use of $820,000 appropriation for Hennepin County to construct and equip an outpatient clinic and health education facility at Hennepin County Medical Center.

Reappropriates remaining funds from the Olmsted County steam line extension project to convert heating and cooling systems at Rochester Community and Technical College buildings from electrical to steam-derived energy.

Clarifies Minneapolis Veterans Home appropriation ($9,450,000) to predesign, design, construct, furnish, and equip renovation of building 16 and demolition and reconstruction of the north wing of building 17 as a 72-bed nursing care facility.

Modifies Lake Elmo redevelopment grant match requirement from "council" to "commissioner" determination that equal nonstate funding is committed; extends City of Tower grant (RDGP-06-0007-0-FY07) availability to June 30, 2013.
