Adds definition of "special plates" to Minnesota Statutes as plates issued by commissioner or deputy registrar with wording or graphics differing from standard Minnesota passenger automobile or motorcycle plates.

Requires requesters seeking new special plates to submit $20,000 application fee, scientific survey showing at least 10,000 owners intend to purchase the plate, marketing strategy, and plate description to commissioner at least 120 days before legislature convenes.

Commissioner must submit briefing to legislative committee chairs within 15 days of bill introduction identifying which requirements have been met for proposed special plates.

Commissioner shall discontinue special plate issuance if fewer than 1,000 sets are registered after first six years or fewer than 1,000 sets remain after any subsequent two-year period.

Establishes $17,500 refund of application fee if special plate is not authorized in the legislative session sought, and prohibits contributions from special plates from being spent for commercial or for-profit purposes.
