Establishes requirements for state contracts valued at $100,000 or more, with exemption for Department of Transportation contracts subject to section 161.3203.

Requires agency heads to prepare a comprehensive written cost estimate for performing work with state employees (including all benefits) before entering into a contract, kept nonpublic until after bid responses are received.

Prohibits contract award unless the agency head determines the contractor's cost estimate is lower than the in-house cost estimate, work quality equals or exceeds state employee quality, no violation of existing contracting limitations occurs, and the contract serves the public interest.

Requires commissioner of administration to submit annual reports to legislature by September 1 listing all executed contracts over $100,000, including contractor name, amount, duration, and both cost estimates with actual performance costs.

Short title designated as the "Taxpayers Accountability Act."
