Expands bid preference eligibility for veteran-owned small businesses to include veterans with service-connected disabilities, in addition to recently separated veterans who served after September 11, 2001.

Increases bid preference award to up to six percent in state procurement contracts for certified small businesses that are majority-owned and operated by eligible veterans.

Defines "service-connected disability" according to United States Code, title 38, section 101(16), as determined by the United States Department of Veterans Affairs.

Establishes certification requirements allowing veteran-owned small businesses verified by the United States Department of Veterans Affairs under Public Law 109-461 and Code of Federal Regulations, title 38, part 74 to participate without additional state time limits or eligibility restrictions.

Effective date of July 1, 2010 for all eligibility changes and applies to state contracts awarded on or after that date.
