Commissioner of agriculture shall determine total propane and anhydrous ammonia terminal capacity located in Minnesota and within 100 miles of the state's borders, with assistance from the Office of Energy Security.

Commissioner shall estimate total agricultural demand for propane and anhydrous ammonia in Minnesota for the year 2020 using projected grain yields and other relevant factors.

Commissioner shall develop a detailed plan for fully and economically satisfying anticipated agricultural demand for these products.

Commissioner must present the report to legislative committees with jurisdiction over agricultural finance no later than February 1, 2011.

An unspecified appropriation is allocated in fiscal year 2011 to the commissioner of agriculture to conduct the required study.
