Establishes a long-term care liaison office within the Department of Health to assist nursing homes, assisted living providers, and housing with services establishments in resolving issues with state agencies regarding licensure, reimbursement, employee relations, insurance, and housing.

Requires the liaison office to publicize a website and telephone number for long-term care providers to request assistance and to inform providers of available services at no cost.

Directs the liaison office to develop proposals for policy and procedural changes to streamline state agency involvement with long-term care providers, which may be included in the department's annual budget and policy proposals to the legislature.

Requires cooperation with the long-term care liaison office from multiple state agencies including Management and Budget, Commerce, Employment and Economic Development, Transportation, Labor and Industry, Human Services, Revenue, State Patrol, and Minnesota Housing Finance Agency.

Appropriates an unspecified amount from the general fund in fiscal year 2011 to the commissioner of health to establish and operate the liaison office.
