Unified Licensing and Fee System: Creates a comprehensive statewide licensing fee structure (sections 326B.091-326B.098) establishing standardized application and examination fees ($50), tiered license fees based on classification (entry level, journeyman, master, business), and renewal procedures applicable across all trade and professional licenses.

License Modifications: Implements two-year phased transition for most license renewals and extends license durations; applies unified fee framework to electrical, plumbing, water conditioning, building official, high pressure piping, boat operation, and manufactured home installer licenses.

Effective Date: All provisions effective January 1, 2012.
