Establishes a five-year pilot program (2009-2010 through 2013-2014 school years) allowing alternative learning centers and charter schools serving eligible students to identify systemic improvement measures.

Allows up to 20 program participants to be selected by September 1, 2009, with applications demonstrating interest, ability to implement systemic improvements, and sustainability of those measures.

Creates a Pilot Program Advisory Board with representatives from alternative programs associations, charter schools, higher education, Minnesota Department of Education, and legislative members to oversee program activities and make periodic reports to the legislature.

Requires the commissioner of education to annually submit longitudinal reports to legislative committees by February 1, and contract with University of Minnesota College of Education and Human Development to evaluate short- and long-term program efficacy.

Authorizes the commissioner to petition the federal Department of Education for No Child Left Behind waivers and waive state education rules that interfere with program implementation; requires program participants to allocate five days of instruction for staff development in systemic improvement measures.
