Appropriates $58,961.96 from the general fund to the Department of Corrections in fiscal year 2011 for full and final settlement of claims for injuries suffered by incarcerated persons and those performing community service or sentence-to-service work.

Provides specific payments to nine individuals for permanent injuries sustained while incarcerated at Minnesota Correctional Facilities (MCF-Faribault, MCF-Stillwater, MCF-Rush City) or performing sentence-to-service work, ranging from $1,500 to $11,475 per person.

Allocates $13,903.33 to medical providers for treatment of Chad Westring for spine injuries sustained during sentence-to-service work in Todd County.

Appropriates $34,049.10 from the general fund to the Office of the Court Administrator in fiscal year 2011 for payment to William Howard Heins as full and final compensation for wrongful imprisonment in 2007 and 2008.

Requires Heins to sign a release agreement as a condition of payment and mandates that $8,565.10 in fines and restitution balances be paid from the settlement amount.
