Allows ambulance services designated to serve nonurban primary service areas to impose fees on local units of government if the service has an annual deficit and that government has not paid a negotiated fee during the year.

Requires ambulance services to determine deficits by March 1 following the end of the calendar year and allocate the deficit amount among non-paying local units of government based on their relative population shares.

Mandates local units of government pay imposed fees within 90 days of receiving a bill from the ambulance service.

Requires the board to develop formulas for determining the existence and amount of annual deficits and for calculating imposed fees based on the deficit allocation among local units.

Defines "nonurban primary service area" as a service area located primarily outside the metropolitan area and outside cities with populations over 35,000.

Becomes effective for charges based on deficits occurring in 2010 and thereafter.
