Reduces the examination timeline for emergency holds from 15 days to 10 days prior to admission.

Adds definition of "legal holiday" referencing section 645.44, subdivision 5, and federal law.

Excludes Saturdays, Sundays, and legal holidays from the 72-hour emergency hold period, with a maximum hold duration of 96 hours.

Allows persons held for 48 hours to be released into care of a spouse, adult child, or parent for the remainder of the 72-hour hold if danger to that caregiver is not specifically identified in the examiner's report.

Establishes written notice requirements at admission regarding rights to leave after 72 hours (or 96 hours if weekend/holiday), release into family care after 48 hours, medical examination, voluntary status change, and petition to contest the hold.
