Requires the adjutant general to report annually by February 1st to legislative committees with jurisdiction over military and veterans' affairs on the number, amounts, and use of grants made from the Minnesota "Support Our Troops" account.

Prohibits transfers out of the Support Our Troops account for any purpose not related to the account and requires the commissioner of management and budget to report any proposed transfers at least 15 days in advance to relevant legislative committees and divisions.

Requires the commissioner of management and budget to return $30,000 that was transferred on July 6, 2009, from the Support Our Troops account to the Governor's Office salary appropriation back to the Support Our Troops account within 15 days after the bill becomes effective.

Amends Minnesota Statutes 2008, section 190.19, subdivision 3, to establish these reporting and transfer restrictions.
