Authorizes the Minnesota Department of Transportation to move, remove, or dispose of vehicles, debris, personal property, and cargo blocking roadways within the eight-county metropolitan district following collisions, accidents, or spilled loads, in cooperation with the State Patrol and authorized private towing companies.

Provides liability protection for state and local law enforcement officers, Department of Transportation employees, and contractors involved in vehicle removal unless damage or economic loss results from willful misconduct.

Requires the State Patrol to make reasonable efforts to contact the carrier before taking action under this provision.

Requires the department to make reasonable efforts to allow vehicle owners to arrange their own removal and to give due consideration to using licensed towing services capable of safely moving the vehicle.
