Increases the age eligibility for free senior citizen classes from 62 to 66 years old, while maintaining the 60-year threshold for railroad retirement annuitants.

Establishes a central system office for Minnesota State Colleges and Universities under the chancellor's direction to coordinate financial management, personnel, facilities, information technology, credit transfer, legal affairs, government relations, and auditing without duplicating institution-level services.

Caps the salary of the chancellor and other contract positions at the governor's salary level and requires any bonuses to be based on measures recognizing the relationship between administrative costs and student tuition and debt amounts.

Directs the Board of Trustees to streamline the central office by eliminating the development division, transferring multicultural and diversity responsibilities to institutions, and merging public affairs and government affairs divisions to reduce expenditures and duplication.

Requires the Board to report by January 20, 2011, on ways to achieve 20 percent savings in state appropriations through program consolidation and elimination of duplication, and prohibits passing central office budget reductions to individual institutions.
