Prohibits class III gambling as defined in the Indian Gaming Regulatory Act (Public Law 100-497) from being conducted anywhere within Minnesota's boundaries.

Declares null and void any tribal-state compacts negotiated under Minnesota Statutes section 3.9221 for the purpose of conducting class III gambling.

Excludes on-track parimutuel betting on horse racing and state-operated lotteries from the definition of prohibited class III gambling.

Repeals Minnesota Statutes 2008, section 3.9221, which previously authorized the governor to negotiate tribal-state compacts regulating class III gambling on Indian lands.

Takes effect the day following final enactment.
