Directs the lottery director to establish a special scratch lottery game to honor and support Minnesota veterans, members of the military, and their families.

Requires annual advertising and promotion of the veterans scratch lottery game, with materials showing how the game helps veterans and military members.

Dedicates net proceeds from veterans scratch lottery games to the commissioner of veterans affairs for two purposes: one-half to the Minnesota Assistance Council for Veterans for homeless assistance or prevention, and one-half to Lutheran Social Services for the C.O.R.E. program providing support and counseling.

Amends Minnesota Statutes section 349A.10, subdivision 5 to specify that money from veterans scratch lottery games generated in the general fund is dedicated and annually appropriated to the commissioner of veterans affairs.
