Prohibits the state agency from issuing permits for commercial hazardous waste incineration facilities in Minnesota.

Defines "commercial hazardous waste incineration facility" as a facility that accepts hazardous waste for incineration from generators other than the facility's owner and operator.

Exempts hazardous waste incineration facilities that accept small quantities of hazardous wastes from public bodies on an emergency basis at no cost with commissioner approval.

Exempts mixed municipal solid waste facilities from the definition and prohibition.

Amends Minnesota Statutes section 115A.03 and creates new statute section 115A.1515 to establish the prohibition.
