Amends Laws 2006, chapter 259, article 10, section 14, subdivision 3, to modify the Homeless Assistance Tax Increment District in Minneapolis

Allows tax increment to be used for reimbursement of homeless shelter and services costs incurred at any time after the effective date, including costs incurred before district establishment or execution of a tax increment agreement

Exempts the homeless shelter and services portion of tax increment from Minnesota Statutes sections 469.1761 and 469.1763 requirements

Takes effect upon Minneapolis compliance with Minnesota Statutes section 645.021, subdivisions 2 and 3
