Commissioner of Revenue must issue a request for proposals for a tax analytics and business intelligence system to improve tax collection and audit/collection prioritization.

System must leverage Department of Revenue data and other sources with advanced analytical techniques including pattern detection, predictive modeling, clustering, outlier detection, and link analysis to identify accounts for audit and collection.

System must rank accounts to improve audit success rates and return on investment, and provide optimization capabilities to increase collections efficiency.

System must incorporate mechanisms to decrease wrongful auditing and reduce interference with Minnesota taxpayers who are fully complying with tax laws.

Commissioner must enter into a contract by October 1, 2010, with a performance-based vendor financing option where the vendor shares in the risk of project success.
