Amends Minnesota Statutes section 216H.03, subdivision 3, to remove prohibitions on constructing new large energy facilities, importing power from new large energy facilities, or entering long-term power purchase agreements that would increase statewide power sector carbon dioxide emissions.

Nullifies any orders previously issued by the Public Utilities Commission under the authority of Minnesota Statutes section 216H.06.

Repeals Minnesota Statutes section 216H.06 in its entirety.

All provisions take effect the day following final enactment.
