Authorizes use of an embossed seal from a church or denomination as an alternative to notarization for premarital education verification statements submitted with marriage license applications.

Allows parties completing at least 12 hours of premarital education to qualify for a reduced marriage license fee of $40 (instead of $110) by submitting either a notarized statement or a statement verified by an embossed seal.

Premarital education must be provided by a licensed or ordained minister, authorized marriage solemnizer, or licensed marriage and family therapist, and must include a premarital inventory and instruction in communication and conflict management skills.

Requires educator statements to be retained for seven years and must contain names of parties identical to those on the marriage license application.

Maintains existing provisions for 5-day waiting periods, emergency waivers, and restrictions on name changes for individuals with certain convictions.
