Amends Minnesota Statutes section 469.101, subdivision 1 to modify requirements for economic development authorities creating economic development districts.

Removes the requirement that districts satisfy section 469.174, subdivision 10, while maintaining the requirement that district boundaries must be contiguous.

Requires economic development authorities to hold a public hearing before creating a district, with notice published in a daily newspaper at least ten days before the hearing.

Requires the authority to find that establishing an economic development district is "proper and desirable" within the city before creation.

Effective for economic development districts created after the day following final enactment.
