Requires individuals, corporations, political committees, and political funds to file reports with the board within 48 hours after making independent expenditures exceeding $500 up to 20 days before an election, or within 24 hours for expenditures exceeding $100 between 19 days and election day.

Doubles campaign expenditure limits for statewide and legislative candidates, including governor/lieutenant governor from $2,393,800 to $4,787,600, attorney general from $399,000 to $798,000, and state representative from $31,400 to $62,800.

Doubles contribution limits to candidates, raising limits for governor/lieutenant governor from $2,000 to $4,000 in election years and $500 to $1,000 in other years, with similar increases for other offices.

Increases the state elections campaign fund designation on tax returns from $5 to $10 per individual (or $10 to $20 for joint filers) and expands campaign material disclaimer requirements to specify support or opposition to candidates and independent expenditure status.

Restores allotments for the political contribution refund program for fiscal years 2010 and 2011 and prevents budget reductions from applying to those funds.
