Public Utilities Commission shall submit a report by January 15, 2011 to senate and house energy policy committees analyzing the impact on ratepayers from activities required under Minnesota Statutes section 216B.1692 and Laws 2007, chapter 136

Report must include direct impact on rates from utility costs and any impacts on energy prices resulting from the activities, with costs estimated through the year 2025

Public Utilities Commission may assess public utilities for the cost of conducting the study

Assessment for study costs is exempt from the assessment cap specified in Minnesota Statutes section 216B.62 or any other law

Section becomes effective the day following final enactment
