Establishes statewide requirement allowing state employees in executive, legislative, and judicial branches to perform telework during at least 20 percent of normal expected work hours in each pay period, effective July 1, 2010.

Exempts positions where physical presence is required, telework would diminish performance or adversely impact agency operations, or where telework would not be practicable; for mixed-duty positions, calculations apply only to duties eligible for telework.

Prohibits agencies from being required to equip employees or provide infrastructure for telework, including information technology procurement or internet access reimbursement.

Appropriates $200,000 in fiscal year 2010 from the trunk highway fund to the University of Minnesota's Hubert H. Humphrey Institute of Public Affairs to produce a report on highway congestion reduction through telework, available through fiscal year 2012.

Requires the report to document reductions in commuting trips and vehicle miles traveled, identify barriers to increased telework, and estimate benefits including highway congestion reductions, with preliminary draft due January 15, 2012, and final report due June 30, 2012.
