Allows holders of class A, B, C, or D driver's licenses without a school bus endorsement to operate type III vehicles if certain conditions are met.

Requires employers to provide annual training and certification covering safe vehicle operation, student behavior management, emergency handling, seat belt/child safety restraint use, vehicle inspections, and safe loading/unloading procedures.

Mandates background checks meeting requirements for school district or day care employees, physical examinations, and preemployment drug and alcohol testing.

Prohibits individuals convicted of DUI-related offenses, disqualifying offenses, or multiple moving violations within three years from operating type III vehicles for specified periods (five years for DUI convictions, one year for moving violations).

Exempts school or school district employees whose normal duties do not include operating type III vehicles from background check, physical examination, and drug/alcohol testing requirements.
