Establishes supplemental hospital coverage option for MinnesotaCare applicants and enrollees, effective January 1, 2011, or upon federal approval, to cover inpatient hospital expenses exceeding the $10,000 annual limit.

Premiums for supplemental coverage may vary only by age and shall be collected using the same procedures as sliding scale premiums under section 256L.15.

Commissioner must notify all applicants of the supplemental coverage option at the time of application and provide enrollees the opportunity to purchase coverage at renewal.

Adult enrollees with family income exceeding 200 percent (or 215 percent after July 1, 2009) of federal poverty guidelines who do not purchase supplemental coverage remain responsible for inpatient hospital charges exceeding the $10,000 annual limit.

Payment for inpatient hospital admissions where certification is requested more than 30 days after admission shall be reduced by five percent, and hospitals cannot seek payment of this reduction from enrollees.
