• Modifies continuing care grant appropriations in Laws 2009, chapter 79, article 13, section 3, subdivision 8, including increases for aging and adult services grants from $13.5 million to $15.8 million and chemical dependency entitlement grants from $111.3 million to $122.8 million.

• Establishes payment rate caps for substance abuse treatment services at 130 percent of average rates charged on January 1, 2009, for fiscal years 2010-2011, and caps statewide average rates under new methodology at January 1, 2009 rates plus state share increases of $3.787 million (FY 2012) and $5.023 million (FY 2013), expiring June 30, 2013.

• Limits growth in home and community-based waiver programs by capping TBI waiver allocations at 12.5 per month and CADI waiver allocations at 95 per month during fiscal years 2009-2010, with exceptions for nursing facility bed closures and specific personal care transfers.

• Requires $750,000 transfer from consolidated chemical dependency treatment fund administrative account to general fund in fiscal year 2010 and sets county share at 30 percent of nonfederal medical assistance costs for chemical dependency services provided October 1, 2008-December 31, 2010.

• Cancels state funding for the quality assurance commission effective July 1, 2009, and allocates $650,000-$1 million for technology grants supporting alternatives to shift-staff foster care residential service models.
