Creates new medical assistance eligibility category for adults without children aged 21-64 who are not pregnant, effective April 1, 2010.

Sets income eligibility at 75 percent of federal poverty guidelines for family size for adults without children, effective January 1, 2011.

Appropriates unspecified amounts from general fund and health care access fund to the commissioner of human services for the biennium ending June 30, 2011, to implement the expansion.

Repeals Laws 2010, chapter (GAMC bill) effective April 1, 2010, replacing general assistance medical care with the new adult category.
