Proposes an amendment to Minnesota Constitution, Article IV, Section 23, to eliminate the governor's item veto authority over appropriations bills.

Removes the governor's ability to veto individual appropriation items within a bill while approving the remainder of the bill.

Retains the governor's authority to sign bills, veto entire bills, and have vetoes overridden by a two-thirds vote in both houses.

Requires submission of the proposed amendment to voters at the 2010 general election with the question: "Shall the Minnesota Constitution be amended to eliminate the power of the governor to veto items of appropriation while approving the remainder of a bill?"
